Akrama-Sakrama Scheme for Bangalore.

I think Government of Karnataka is planning to get the Sakrama scheme going by another fortnight. By this time it is expected that the cabinet may approve the scheme for 1/3 of Bangalore. It is better for the government to put the white paper/draft of the scheme for public viewing before it gets the cabinet nod. This way government may get a feedback from the public. I think that people of Bangalore will have hard time in getting the money to pay to the government. Citizens are advised to track and protest if they feel the penalties are too high.

International Convention Special Economic Zones: Investing In High Return Zones

The economic significance of SEZs is well known world over. Today, there are more than 3,000 SEZs in 120 countries and they account for over $ 600 Bn in exports and 50Mn direct jobs. By offering privileged terms, they attract investment and foreign exchange, spur employment and boost the development of improved technologies and infrastructure. The benefits of a well-implemented Zone are numerous and include regional development, promotion of industrial outsourcing, job creation, transport cost saving and increase in export competitiveness.

India has proved to be the favourite hub for investers internationally. Most economic indicators highlight the fact that India is emerging as a preferred destination for global investors. The growing economy, conducive political conditions and skilled manpower are a few reasons for making India an attractive investment destination. The Government of India has already adopted a milti-progned approach for the promotion of foreign investment in India. With a view to providing an international competitive and hassle-free environment for exports, the government has announced SEZ Policy which offers several fiscal and regulatory insensitive to developers of the SEZs as well as units with in these zones.The SEZ Policy provides for ‘Single Window’ clearance for setting up business units in SEZs,which are deemed to be a ‘foreign territory’ with in the country. Thus, India promises new avenues for business with wider perspective.

BBMP Opens A Central Call Centre For Complaints Of Illegal Buildings and Deviations From A Sanctioned Plan.

I think this is the first time a Municipal Body has started a Central Call Centre to take up complaints in regard to illegal buildings and buildings with deviations from the sanctioned building plan. I think this is a remarkable positive sign in the long history of BBMP. The details of the public notice is as below.

Constructing illegal buildings and deviating from the sanction plan in the juristiction of BBMP has become prevalent. In order to prevent this a call centre has been set up in the Palike Head Office and is fully functional from 01.12.2009. General public can register their complaints or grievances in this centre. Concerned Engineers have already been suspended for negligence and inaction against illegal construction or for deviating from the sanctioned plan.

This Call Center will function 24 hours even on sundays and General Holidays to enable/felicitate public or register their complaints/grievances either by phone or in person.

Complaints will be registered at the call center and provided with a unique complaint number, complainants can enquire the status/or action taken of complaint by quoting this number. Within 24 hours after the complaint is registered the Executive Engineer-Technical Vigilance Cell will inspect the spot and if any deviations are found will place a notice on the property and suitable action will be initiated to remove encroachments.

If information is not obtained within 24 hours of the complaint, the complainants can contact the superintendent Engineer of the Technical Vigilance Cell.

If it is found that the complaint is false at the time of inspection, a fine of Rs.200 will be collected from the complainant. The public can register complaints at this call center only with regard to building construction. We request you not to register your complaints in other control rooms of BBMP.

GOK Has A New Website With Lots of Info For Public Use.

Problems of Redressal of Citizens Grievances is the subject on which the Administrative Reforms Commission headed by Late Shri. Morarji Desai, who later became the Prime Minister of India gave its first report. It is that report which recommended for the establishment of Lokpal and Lokayukta institutions at the Central and State level respectively for redressal of citizens grievances by investigating into administrative actions taken by or on behalf of Central Government or State Government or certain public authorities. These institutions were intended to serve as institutions independent of the Government concerned and as institutions to supplement the judicial institutions headed by Chief Justices or Judges of Supreme Court of India or High Court of  the State.

The  recommendation for appointment of Lokayuktas at the States level, as indicated in that report, was made to improve the standards of Public Administration, by looking into complaints against administrative actions, including cases of corruption, favouritism and official indiscipline in administrative machinery. It is the said recommendation which made the Karnataka State Legislature to enact the  Karnataka Lokayukta Act 1984 for investigating into allegations or grievances in respect of administrative actions relatable to matters specified in List II or List III of the 7th Schedule to the Constitution of India.

Lokayukta has taken up a drive to unearth disproportionate assets acquired by corrupt public servants.  Acquisition of wealth disproportionate to known sources of income is punishable under Section 13 (2) r/w 13(1)(e) of the Prevention of Corruption Act 1988  Section 13(1)(e) says that a public servant is said to commit the offence  of criminal misconduct if he or any person on his behalf, is in possession or has, at any time during the period of his office, been in possession for which the public servant cannot satisfactorily account, of pecuniary  resources or property disproportionate to his known sources of income.

For the purposes of this section, ?known sources of income? means income received from any lawful source and such receipt has been intimated in accordance with the provisions of any law, rules or orders for the time being applicable a public servant.

It need not be under emphasized that you can be a useful source for unearthing this disproportionate assets acquired by corrupt public servants.  Your co-operation with the Karnataka Lokayukta to reveal the assets acquired by the public servants would go a long way in preventing corruption.   It is however, requested that the information be given in specific terms i.e., instead of simply mentioning that a public servant has got vast extent of properties, it would be useful if the location of these properties in specific terms is given etc. It will be ensured that the details that are provided by you will not be disclosed by any one.  If you so wish you need not reveal your name also. GOK Has Called For Objections On CVS Property Tax.

Government of karnataka has called for objections on controversal CVS property tax on BBMP properties. It is not certain that the whole scheme is applicable for whole of Karnataka or just for Bangalore. This is very important, the whole citizens of karnataka are same as those living in Bangalore and just for Bangalore alone this cannot be implemented. More over the Government keeps its Guidance value now and then, this becomes a problem for tax payment. Where the property value is almost declared every year, this again will lead to problems with the Income tax department. When the properties are sold only the value’s are declared.

GOK Has Extended The Sakrama Deadline To 30.06.2008.

Government of Karnataka has extended the sakrama scheme deadline to 30.06.2008, where citizens could be help by the new government formed after May 08 elections.
